Tulsa Leash Laws: It is illegal for pet owners to allow any dog to run off leash outside of a dog park.    Tulsa’s Mandatory Leash Laws were designed to protect our animals.  The City of Tulsa has a current animal ordinance and requires adherence to the leash law.  The Tulsa Animal Shelter at 669-6299 handles complaints and will pick up stray or injured animals.    If leash laws are broken a dog the owner may also be issued a citation & be fined. Not removing the excreta when your pet defecates on public or private property, other than your own, (yes, even in a field!) can get you a fine of up to $200.00, excluding costs, fees & assessments.  Without the immediate removal of the excreta, it can create a rat problem because rats are drawn to it as food.  See  Tulsa-rodent control

Written notice to be served upon the person or entity who maintains, operates or permits a nuisance.Written notice shall be given to the owner* of the property  ordering the property owner to abate the nuisance and shall further state that unless such abatement is performed within ten (10) business days of the date on the notice, the work shall be done by the City of Tulsa and a notice of lien shall be filed with the County Clerk against the property for the costs due and owing the City of Tulsa.  (*the owner as shown by the most current tax rolls.)  ABATEMENT
